Fisnik Mela
Fisnik Mela was born on 22.06.1984 in Debar.
He graduated in Computer Science from City College, International Faculty of the University of Sheffield – Greece (2003-2006).
Fisnik Mela holds a Master’s degree in Software Engineering and Telecommunications and a Bachelor’s degree in Computer Science from City College, International Faculty of the University of Sheffield – Greece (2006-2007).
He is an active participant in major European and global IT conferences and is a member of the British Computer Society (BCS).
Fisnik Mela is a professional with extensive experience in the field of information technology, with more than fifteen years of international experience in software development, project management and digital transformation.
He has built his career through collaboration with well-known companies and institutions from United States of America, Switzerland, the United Kingdom, Germany, Slovenia, Israel and other countries, working on the development of advanced digital systems and modern technological solutions.
In 2021, he founded Rottera Software Development, a company specialized in the development of web and mobile applications, which successfully cooperates with international partners and start-ups.
Previously, he was part of the American company Tarmac, where he worked on major projects for well-known platforms in fields such as education, fintech, logistics and digital services.
Mela also expanded his professional experience through his work at Slice (New York) – a leading American e-commerce platform in the pizza industry, as well as at BettyBlocks (Netherlands), one of the most well-known global companies in the field of no-code technologies.
As a citizen with a high sense of social responsibility, Mela voluntarily exercises the position of Head of the IT Department at the Institute for Political and International Studies (ISPN). He is known for his commitment to public interest, digital innovations and strategic community development.
From September 2024 to December 2024, he was elected Advisor to the General Director of the Health Insurance Fund of North Macedonia (part time).
From December 2024 to November 2025, he was elected Deputy General Director of the Public Revenue Office in Skopje.
In the local elections of October 19, 2025, he ran for mayor of the Municipality of Debar as a candidate of the Coalition VLEN, where after the second round of elections, held on November 2, 2025, he was elected by the citizens of Debar to the position of Mayor of the Municipality of Debar.
Fisnik Mela is married and is the father of two children.
